The Conference of the Parties (COP) to the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism held its 13th Plenary Meeting on 17-18 November 2021.
The COP adopted the Thematic Monitoring Report on application of Article 10 of the Convention CETS 198 on corporate criminal liability; amendments to the 2018-2021 thematic monitoring reports for Lithuania and UK; and the follow-up report on Articles 11 and 25 for the Russian Federation.
The Plenary heard presentations and exchanged views with representatives of the Financial Action Task Force (FATF) Secretariat, the Council of Europe Counterterrorism Committee (CDCT) and the Committee of Experts on the Operation of European Conventions on Co-operation in Criminal Matters (PC-OC).
The Plenary agreed on the subject of the next Thematic Monitoring Review – namely Article 6 of the Convention (Management of Frozen and Seized Property).
The Plenary re-elected Dr Ioannis Androulakis (Greece) as the President of the COP, and elected Ms Oxana Gisca (Moldova) as Vice-President; Mr Azer Abbasov (Azerbaijan), Mr Aram Kirakossian (Armenia), Ms Claudia Elion (The Netherlands) were elected as Bureau members.
Η Διάσκεψη των Μερών (COP) της Σύμβασης για το Ξέπλυμα, την Έρευνα, την Κατάσχεση και τη Δήμευση των Προϊόντων του Εγκλήματος και τη Χρηματοδότηση της Τρομοκρατίας πραγματοποίησε την 13η Ολομέλεια στις 17-18 Νοεμβρίου 2021.
Η COP ενέκρινε την Θεματική Έκθεση Παρακολούθησης σχετικά με την εφαρμογή του Άρθρου 10 της Σύμβασης CETS 198 για την εταιρική ποινική ευθύνη, τροποποιήσεις στις θεματικές εκθέσεις παρακολούθησης 2018-2021 για τη Λιθουανία και το Ηνωμένο Βασίλειο, καθώς και την έκθεση παρακολούθησης σχετικά με τα Άρθρα 11 και 25 για τη Ρωσική Ομοσπονδία.
Η Ολομέλεια άκουσε παρουσιάσεις και αντάλλαξε απόψεις με εκπροσώπους της Γραμματείας της Ομάδας Χρηματοοικονομικής Δράσης (FATF), της Επιτροπής Αντιτρομοκρατίας του Συμβουλίου της Ευρώπης (CDCT) και της Επιτροπής Εμπειρογνωμόνων για την Εφαρμογή των Ευρωπαϊκών Συμβάσεων για τη Συνεργασία σε Ποινικές Υποθέσεις (PC-OC).
Η Ολομέλεια συμφώνησε επί του θέματος της επόμενης Θεματικής Αναθεώρησης Παρακολούθησης – δηλαδή του Άρθρου 6 της Σύμβασης (Διαχείριση Κατεψυγμένων και Κατασχεμένων Περιουσιακών Στοιχείων).
Η Ολομέλεια επανεξέλεξε τον Δρ. Ιωάννη Ανδρουλάκη (Ελλάδα) ως Πρόεδρο της COP και εξέλεξε την κα Oxana Gisca (Μολδαβία) ως Αντιπρόεδρο. Οι κ.κ. Azer Abbasov (Αζερμπαϊτζάν), Aram Kirakossian (Αρμενία) και Claudia Elion (Ολλανδία) εξελέγησαν ως μέλη του Προεδρείου.
